Saying it is high time uniformed personnel get the reward they deserve, Sen. Panfilo M. Lacson pushed for additional benefits for relatives of police personnel who are killed or incapacitated in the line of duty.
Lacson filed Senate Bill 195, which extended the educational benefits to qualified dependents of non-uniformed personnel of the Philippine National Police (PNP), which he headed from 1999 to 2001.
“It is high time that we provide the much-needed boost to our police personnel by showing our concern amidst the challenging role they play in our present society. One way of showing our concern is by giving support to the educational benefits of qualified dependents of police personnel,” he said.
He added this will help alleviate the economic condition of police personnel who are deserving. “While we are quick to condemn the scalawags in uniform, we must also be fast to reward the deserving,” he said.
Under the proposed measure, the proceeds of firearms license fees collected by the PNP Firearms and Explosives Office, which is the source of educational funds, shall be allocated only for the use of qualified dependents of the PNP.
Educational benefits shall extend to qualified dependents of non-uniformed personnel of the PNP. The PNP shall also manage the amount collected as educational funds, while the PNP Chief shall be authorized to utilize the educational funds for other purposes in the PNP.
The special financial assistance will be equivalent to the average six months’ salary, including allowances and bonuses, during the last 12 months preceding the death or permanent incapacity of the personnel.
It shall not be considered as part of the estate of the deceased and which shall be exempt from attachment, garnishment or execution and from income and other taxes, Lacson said in the bill.
Also under the bill, a maximum of four children of the deceased of permanently incapacitated personnel shall be extended scholarship up to college in an educational institution.
In cases of single and/or unmarried personnel, the scholarship shall benefit only one brother or sister who is unmarried and unemployed.
